Roads & Highways

Roads and highways are a national priority because poor road access raises the cost of food, construction, mining, healthcare, schooling, and trade. Liberia’s road network still includes many unpaved or difficult routes, and rainy-season conditions can interrupt movement. Road development also creates strong demand for aggregates, culverts, drainage materials, equipment, fuel, labor, and maintenance services.

Current Status and Trends 

·       The Ministry of Public Works launched the Infrastructure Strategic Plan 2025-2029 in December 2025.

·       The plan aims to construct, rehabilitate, and maintain approximately 4,000 km of roads with an estimated budget of about US$925.3 million.

·       Targets include about 500 km of new primary roads, 1,090 km of secondary roads, 2,500 km of feeder-road links, 124 km of urban-road rehabilitation, 125 km of paved urban-road maintenance, and more than 2,000 km of unpaved-road maintenance.

·       The ministry also stated an ambition to exceed the 485 km paved-road target and aim for 700 km.

·       Growth corridors include Central Liberia, Nimba, the Southeast, the Coastal Highway, and the Bo Waterside corridor.
